Once I crossed the bridge to the other side, I discovered why. The river levels had risen dramatically. The water came up so much that the pathway below the community center was cordoned off. With the water levels higher, the reflected images were more pronounced.
When I turned the camera back towards the river and the reflection of the sun, I got the following shot.
